GPG KOPANONG PRECINCT TRADING ENTITY

How Precinct was formed?

The project was conceived in 2001(Capital Works) and was approved by Exco(Executive Council) in October 2005 as a PPP (Public Private Partnership) Project. But due to delays in the implementation of the PPP, processes and challenges with regard to the efficient operation of interim measures, in 2006 Exco then approved the termination of the PPP and approved the formation of a trading account.

The project was successfully transferred from DED to DPTRW in October 2007. Establishment of the entity it is guided by Treasury Regulations 19.

What is Precinct Role within the Government?

Its aim is t o consolidate GPG accommodation requirements by procuring Head Office space in the CBD with the aim of establishing a Government Precinct. The key activity of the project to rearrange and reallocate Provincial Government Departments to GPG owned buildings available in the CBD to ensure centralisation of Head Office Space for GPG Departments to provide a consolidated hub for Public Sector activity.

The Precinct is composed of the following activities:

Phase 1

  • Refurbishment to commence in all buildings currently unoccupied and relocate the relevant end user department on completion.
  • Vacant floors in some of the occupied buildings to be refurbished and immediately occupied on completion. Contractors to proceed with refurbishment of resulting empty office space.

Phase 2

  • An urban design development including all aspects that facilitate a favorable interface with the public environment such as hard and soft landscaping, public art etc.

Phase 3

  • Identifying buildings and other parcels of land within close proximity of the Precinct that are to be developed into structured parking. Possibly attached to this will be a shuttle service, collecting and dropping off government employees at their designated parking block.

The Precinct Project in its entirety aims to improve service delivery for all Provincial Government departments by consolidating their operations in a centrally located and accessible space to the public. Thus making it easy for the public to access all government services in one coherent space.

What are labour implications?

Employees at GPG Kopanong Precinct Trading Entity are still employees of the Department should it shut down, they will incorporated into other directorates within the Department.

Structure for Precinct has been finalized and submitted to Human Resources. Posts have been finalized and job evaluation is completed. We are in the process of advertising post.
